On 28.03.2013, Moscow United Electric Grid Company held a media tour in the Kolomna and Lukhovitsy Districts of the Moscow Area devoted to preparation of the electric grid complex of MOESK for the upcoming season of floods.

The event was attended by Victor Rogov, head of the high-voltage lines administration of JSC “Moscow United Electric Grid”; Alexander Yurtaev, Deputy Director - Chief Engineer of the branch of Moscow United Electric Grid Company - Eastern Electric Grids; Vitaly Shestakov, chief of the Emergency Management Ministry garrison of the Kolomna Municipal District; Vladimir Chichulin, head of the civil defense and emergency management division of the Lukhovitsy municipal district, as well as journalists of regional, federal printed media and TV channels.

Alexander Yurtaev, Deputy Director - Chief Engineer of the branch of Moscow United Electric Grid Company - Eastern Electric Grids told the journalists that eight districts of the Moscow Area run the greatest risk of flooding of energy facilities this year.

“The areas with the highest probability of flooding of JSC “MOESK’s” facilities are located mainly in the eastern and south-eastern parts of the Moscow Area. In particular, this is the Stupino, Serpukhov, Kashira, Serebryanye-Prudy, Lukhovitsy, Kolomna, Orekhovo-Zuevo and Pavlovsky Posad Districts,” he said.

More than 800 facilities of JSC “MOESK” pertain to the zone of possible flooding during the period of floods in the spring of 2013.

According to Alexander Yurtayev, special attention is paid to flood situation in the Eastern Electric Grids, particularly in the Lukhovitsy and Kolomna Districts. The zone of possible flooding in these regions may over dozens of important energy facilities - 35-110 kV feeding centers, high-voltage power lines, feeders and substations in distribution grids. Routine inspections of power grid facilities are conducted; round-the-clock duty and monitoring of the flood situation is arranged. The company’s staff is ready to pass the flood, they have all necessary equipment. One additional unit of equipment is bought every year. This year, energy specialists received a crawler trucked snow and swamp-going vehicle “Vetluga”. Besides, energy specialists acquired a snow and swamp-going vehicle “Kerzhak” with low-pressure tyres, a floating facility. If necessary, emergency teams of energy specialists can get to places of work in spite of bad roads and water obstacles.

Journalists watched preparation of electric grid energy facilities for the upcoming flood directly at the Beloomut site of the Lukhovitsy EGD, where they saw the machines to secure reliable power supply of residents during the flood of the Oka.

The peak of the flood this year is expected in the second half of April. The site specialists are getting prepared for possible consequences: workers have already been gone on the round-the-clock duty. At the time of the spring floods, it has been decided to concentrate special equipment in the areas of the greatest flooding.

Close cooperation with the Emergency Management Ministry and local administration has been improved. Alexander Panov, first deputy head of the urban settlement Beloomut said that the work of preparation for floods is systematic. An emergency response center is created every year, which includes representatives of the organizations responsible for the city sustainment, and the whole complex of measures allows to pass the peak without flood emergencies.
