MOESK Equips Multifamily Houses of Moscow with Communal Metering Devices

JSC “Moscow United Electric Grid Company” is fulfilling the requirements of Federal law # 261 dd. dd.23.11.2009 “On energy saving and on energy efficiency increase and on amendments introduction into certain legislative acts of the Russian Federation”. In 2013 the branches of company “Moscow Cable Grids” (MCG) and “Energouchet” plan to install 1,000 metering devices on the inlets in the multifamily houses. In the subsequent years the program for equipping of multifamily houses with the metering devices (MD) will be enlarged significantly, and on the first stage it will amount to 18,000 points of metering, and later it can achieve about 90,000 points of metering. In the long view the customers will be equipped with metering devices on the boundary of the balance sheet attribution on all the outgoing lines of MCG’s grids.

Moscow Cable Grids and branch “Energouchet” are implementing a goal-oriented program of the perspective development of the metering systems of the retail market for electric power of the capital city. The electric grid enterprise organizes metering and equips the multifamily houses (MFH) with the common (communal) MD of the electric power used, on the boundaries of the balance sheet attribution. All the expenses to equip MFH with the metering devices are made at the funds included into MCG’s investment program.

Power engineers of the branches have elaborated the program of arrangements for organization of electric power metering on the inlets of the multifamily houses of Moscow. In 2012 the tender arrangements took place in order to determine contractor’s organizations, taking part in the project implementation. Following the trading results the contractor’s organizations were determined; the contracts were concluded with them. Within the framework of the project implementation the specialists of MCG carried out the design and survey works, following the results whereof, 15 standard projects for organization of electric power metering were elaborated.

Besides that, the arrangements for the documentary inspection of the facilities have been fulfilled; as well the cooperation was organized with the managing organizations, partnerships of housing owners, housing corporations and other specialized consumer collectives to carry out the works. In order to solve the tasks efficiently and quickly the power engineers have organized the cooperation with the organizations taking part in the project implementation. In the course of its implementation the “Regulation of organization and cooperation under the works performance for the metering system creation in MFH in relation to MCG” has been elaborated, which reflects the procedures and stages of the works performance.

Program implementation is profitable for the power engineers and dwellers of the multifamily houses of Moscow, since the authentic information about the scopes of the consumed electric power will help the dwellers to control the partnerships of housing owners (PHO) and other companies as regards the cost of the services provided and accounts raised.
