Yesterday the investment program project of JSC "MOESK" for years 2014-2018 became the subject of discussion at open public hearings in the Ministry of Energy of Russia.

Let us recall that according to decree of the RF Government dd. 01.12.2009 # 977 the investment programs of the constituent entities of the electric-power industry and grid organizations, in the charter capitals of which the government participates, shall be approved by an authorized federal executive authority and (or) executive authorities of the constituent entities of the Russian Federation. Earlier the investment program of MOESK underwent the public discussions in the top representative bodies of Moscow and Moscow Region. Nevertheless, over 50 people, representing the government authorities, expert community, business, public organizations, had been accredited to the hearings in the Ministry of Energy.

Deputy Minister of the electric-power industry of the Russian Federation Vyacheslav Kravchenko sounded the keynote for the arrangement. He emphasized the importance of the arrangement to provide openness of the process of formation and implementation of the investment programs by the constituent entities of the natural monopolies.

Pyotr Sinyutin, the Director General of JSC "MOESK", paid the special attention of the participants of the hearings to the investment program objectives. The main of them – is an increase of the power supply reliability in the area of the Company responsibility, the timely fulfillment of the technological connections and outrunning development of the grid. To solve it they plan to introduce the new feeding centers to cover a capacity deficit, to eliminate restrictions on technological connection from the overloaded feeding centers (they plan to open 95 substations for connection), development of 20 kV distribution grid, provision of the power output of the newly introduced generating facilities (3 substations and 5 cable lines to output more than 1 gigawatt of capacity, will be constructed and reconstructed for these purposes), provision of the development plans implementation of Novaya Moskva due to construction of the new feeding centers.

Company head told that the revised variant of the investment program stipulates financing in the scope of RUR 192,790 mln. Own resources for electric power transmission (63.9%) and technological connections (18.5%), as well as the borrowed financial assets (17.7%), have been determined as the main resources of the future financing.

With due regard for the social and economic situation, as well as actual and would-be demand for capacity, the structure of the renewed investment program for the capital investments assimilation looks like this: the company is going to direct the main share of the capital investments (over 62%) for re-equipment and reconstruction of the facilities of the electric grid infrastructure in order to increase its productivity, quality and reliability. Cost item for new construction will amount to 27%. In monetary terms these figures will amount to RUR 120 bln. and RUR 51.8 bln. accordingly.

As confirmation of seriousness of the company declared plans, the following investment projects were among the perspective ones: construction of 220 kV SS "Khovanskaya", reconstruction of 220 kV substations "Presnya", "Vladykino", "Yuzhnaya", "Savinskaya", "Grazhdanskaya", "Chertanovo", a transfer of 10 kV substation "Novobratsevo" to 220 kV voltage, reconstruction of 220 kV cable lines "TPP-23 – Elokhovskaya # 1, # 2", "Matveevskaya – Presnya # 1, # 2", 110 kV "Troparevo – Tyoply Stan # 1, # 2", "City – Mayakovskaya # 1, # 2", "Dinamo – Grazhdanskaya # 1, # 2", "Elokovskaya – Lefortovo # 1, # 2" and others.

On the whole, within the framework of the horizon period of investment, they plan to renew and construct of over 15 ths. km of power transmission lines and to introduce of over 13 ths. MVA of transformer capacity.

Co-reports of the first deputy director general of MOESK for the financial and economic activity and corporate governance Alexander Inozemtsev and deputy director general for the technological connection and services development Alexander Pyatigor concretized the parameters of MOESK investment program as to its social and economic orientation, interrelations with the development plan of the Moscow Region. In particular they specified that within the framework of the investment program implementation, the technological connection of almost 3 ths. social sphere facilities will be made (103 facilities of the public health, 78 educational institutions, 135 children's preschool facilities, 403 cultural centers and sporting offices, 2225 other infrastructural facilities for the social sphere development), as well as 65,848 facilities of the housing construction.

In the course of the hearings other figures, facts sounded also, disclosing the details of the company investment program for years 2014-2018, which convicted the experts in its innovative nature, regional orientation and realism.
