The results of the first-ever Loyalty Rating held by the ASI on the largest customers purchasing from small and medium-sized businesses (SMEs) were announced at the St. Petersburg International Economic Forum 2018 at the panel session "Large Russian and foreign companies VS small and medium-sized businesses: mutual trust of the customer and supplier".
Representatives of PJSC "Moscow United Electric Grid Company" (MOESK, part of GC "Rosseti") took part in the discussion devoted to the issues of establishing cooperation between leading Russian and foreign companies with small and medium-sized businesses.
The participants discussed issues of increasing the mutual trust of the largest customers with state participation and SMEs, the development of the export potential of the Russian small and medium-sized businesses, promoting the formation of global value chains in the EEA market, and the development of digital technologies that simplify the interaction of large companies with SMEs.
At the end of the panel session of the ANO "Agency for Strategic Initiatives", the "MSP Corporation" and the NCP "Leaders Club for Promoting Business Initiatives" held a solemn ceremony of awarding companies. The director of the organization of competitive procedures PJSC "MOESK" Ekaterina Bugrov received a honoraryd award from the Director General of the "MSP Corporation" Alexander Braverman.
In addition to MOESK, the TOP-10 rating for the results of 2017 includes PJSC "IDGC of Center and Volga Region", JSC "Russian Railways", PJSC "FGC UES", PJSC "OC ROSNEFT", PJSC "Rostelecom" JSC "FGC", JSC "Grid Company" SC "Avtodor "and PJSC "Rosseti".
Participation in the survey within the rating was accepted by 2 000 respondents, including representatives of infrastructure monopolies and companies with state participation, as well as owners of small and medium-sized companies who currently serve as suppliers for the largest customers. Among the targets used to form the rating are: general satisfaction of SMEs with interaction with large companies, conducting procurement procedures, implementing partnership programs, informational support of procurement activities, contribution to technological development and contractual relations.
It is important to note that the volume of purchases by which small and medium-sized enterprises became the winners in MOESK amounted for 60% only by the results of procurement activities in 2017, which significantly exceeded the figures established by the federal legislation.

In fact, in the 12 months of 2017, 3663 purchases were made in PJSC "MOESK". By 2837 to the amount of 18.4 billion rubles, the winners were recognized as SME entities, which accounted for 60% of the estimated volume of purchases in value terms (Decree of the Government of the Russian Federation of December 11, 2014 No. 1352 "On the specifics of the participation of small and medium enterprises in the procurement of goods, works, services by certain types of legal entities" the control indicator is not less than 18%). The volume of purchases for the year, which was carried out only among the subjects of SMEs (special trade), amounted to 8.8 billion rubles (2025 lots). This is 29% of the total volume of purchases for 2017 (federal legislation requires at least 10%). When calculating the volume of purchases, SMEs do not take into account purchases under item 7 of the Government Decree No. 1352 of 11 December 2014.
Within the MOESK investment program, SMEs became the winners with 2226 purchases amounting for more than 12.9 billion rubles. With the purpose of timely and full execution of the repair program for energy-repair (repair) production, maintenance contracts for 440 purchases amounting to more than 3 billion rubles have been concluded with SMEs. For other types of activity, small and medium-sized businesses won 171 purchases totaling 2.4 billion rubles.
