On basis of Decree of Moscow Region’s Governor  “On introduction in Moscow of the  high alert regime” they have issued an order in JSC “MOESK” “On the branches’ readiness to the work  in spring and summer fire hazardous period of 2011”.
 
The interagency committee has made checks at the substations in branches of JSC “MOESK” – “eastern electric grids” and “Northern electric grids”, instructions on the actions of personnel under threat and under fire occurrence, operating fire fighting cards have been developed and approved, deployment sites of fire fighting vehicles and places of their earthing have been determined. Constant control over fire setting in overhead lines’ protective zones has been established.

Necessary work is also held as to the personnel’s preparation of distribution zones. Unplanned instructions of the operating and operating repair personnel have been held. The states of primary fire-extinguishing appliances, repair cars, vehicles of field service teams have been checked.

Schemes of the cooperation organization with the municipal formations’ administrations, territorial subdivisions of internal affairs bodies and EMERCOM of Russia and also with forestry establishments have been developed. Emergency reserve of the main equipment, materials and appliances for emergency recovery works performance has been made. Monthly trainings with the territorial bodies of EMERCOM of Russia have been organized.

To bring cross-cuts into correspondence with the requirements of the technical regulation norms and fire safety norms, including clearing of cross-cuts and utilization of the remainder of cutting which have formed on a series of cross-cuts’ areas of high-voltage lines (HVL) as a result of the consequences liquidation of icy rain, they have issued an order in JSC “MOESK” “On organization and accounting of works on reliability increase of HVL”. On the given order’s basis the branches have developed the corresponding plans-schedules of works the completion of which is stipulated till the 30th of June of 2011. The contracts with contractor organizations for their performance have been concluded and extended.
