Reliable Power Supply of Consumers – Common Concern

A working conference took place on basis of Noginsk Distribution Zone of the Eastern Electric Grids, under the chairmanship of Alexander Uvarov - Deputy Director of the division of the mobilization preparation and civil defense of the Ministry of Energy of Moscow Region, as regards the preparation of the joint emergency control and fire training, on theme: “Organization of interaction of the government authorities, local government bodies, state bodies and organizations under liquidation of the technological disturbances, in a fire season at the energy equipment of Noginsk DZ of the Eastern Electric Grids – branch of JSC “MOESK”.

Carrying out of the joint emergency control and fire training is planned for 19.04.2013, under the general supervision of Dmitry Pestov, Deputy Chairperson of the Moscow Region’s Government – head of the Operation Headquarters. Beside the personnel of the Eastern branch of MOESK, the following entities will take part in it: the representatives of the Ministries and Agencies of Moscow region, Moscow Regional Energy Grid Company, RF EMERCOM of Moscow region, Moscow Regional Fire-fighting Life Saving Service, Mosenergosbyt, Noginsk branch “Mosoblles”, administration and united dispatcher service on duty of Noginsk and Schelkovo municipal districts, city district Losino-Petrovskiy, Bogorodsk electric grid, Schelkovo Electric Grids, Losino-Petrovskiy ELEK, JSC “Oboronenergo”.

On 20.03.2013 the first “repetition” of a forthcoming large-scale arrangement took place, aimed at a preliminary getting acquainted with the training course and interaction process of the structures-participants, in the place of its holding. Executive Secretary of the Government Commission in safety providing of the power supply (of the Federal Headquarters) Artur Shevchuk, Director for the technical control and audit of CJSC “Technical Inspection of UES” Oleg Rozhdestvin took part in the meeting. As well as the representatives of the executive apparatus of JSC “MOESK” took part in it: Director of the public relations department Lyudmila Dusheina, Director of the production safety department Natal’ya Shatalova, Deputy Director of the production safety department Vyacheslav Popikov, head of the mobilization preparation department, Civil defense and emergency situations Sergey Kurbakov, head of the department for organization of the emergency recovery works (Administration of the of the emergency recovery works) Alexey Ryabukhin.

Over 40 heads and specialists of the enterprises, engaged in the joint training carrying out, attended the meeting. Eastern Electric Grids were represented by Director of the Eastern Electric Grids Andrey Vologin, Deputy Director – chief engineer Alexander Yurtaev, Director for the personnel management – head of the management Alexander Burmistrov, heads of the Distribution Zones, heads of the activity-specific services and subdivisions.

While getting acquainted the gathered people with a draft pal of the training, A.M. Uvarov specified that JSC “MOESK” is imposed on a huge responsibility in the joint training organizing, held within the framework of the field Operation Headquarters. Executive Secretary of the Government Commission in safety providing of the power supply (of the Federal Headquarters) A.S. Shevchuk emphasized especially the arrangement’s importance, having told, that “the upmost thing under the consequences liquidation of the power supply disturbance and the socially significant risks reduction is all the structures’ cooperation”.

In the course of the meeting Deputy Chief Engineer of Eastern Electric Grids as regards the fieldwork Tatyana Konovalova got acquainted the attendees with the project of the training’s plan, according to which three substations 35 – 110 kv - #333 “El’nya”, #120 “Khrapunovo” and #26 “Monino” will be deenergized, as a result of assumed technological disturbances, which had taken place owing to forest fires and a ground wire break. Totally, 27 feeders of 6-10 kV and 274 transformer substations will remain deenergized, according to the training’s scenario, and here we speak about 93 socially significant facilities with the population number of over 24 ths. people.

According to the plan, the joint training will be composed of two parts – theoretical and practical. And if the first part is devoted to carrying out of the emergency control and fire training and drilling of the interaction process of all the structures of the facilities, in the Moscow region’s territory, falling within deenergizing if an emergent situation arises, then the second part consists in drilling of separate processes in practice.

Reasoning from this fact, the meeting’s completive part was devoted to getting acquainted with the special machinery, which will be used in the trainings’ course, and to a venue inspection, prepared to show separate stages of fire extinguishing, fire outbreak of a complete transformer substation, a pole installation of 6/10 kV line.

Meeting took place in forma of a constructive dialogue. A business-friendly atmosphere was felt, and in the participant’s speech the y specified the understanding of the training’s primary objective – drilling of clear actions of each organization in the cooperation system of the different ministries, agencies, organizations and services in the territory of Moscow Region, between themselves, to achieve one common goal – the joint elimination of would-be emergency situations.
