025.jpgOn 19 April 2013, on the basis of the branch of JSC “MOESK” - Eastern Electric Grids, a joint training was held under the supervision of M.A. Kruchinin, Minister of Energy Industry of the Moscow Area, with participation of D.G. Ayrapetyants, Deputy Minister of Energy Industry of the Moscow Area – executive secretary of the Operations Staff; A.V. Chegodaev, First Deputy General Director - Technical Director of JSC “MOESK”, as well as other members of the Company’s technical unit.

The event was organized on the initiative of the Ministry of Energy Industry of the Moscow Area subject to its high social value and in order to train the measures taken in the territory of the Moscow Area to ensure trouble-free operation of power supply equipment in the fire hazardous period 2013.

The training involved: the management personnel of EEG (Eastern Electric Grids), dispatching staff of Moscow RDA (Regional Dispatch Administration) - the branch of JSC “FGC UES”, emergency response personnel-on-duty of COECA (Center of Operations and Engineering Communication Administration) of JSC “MOESK”, emergency response (on duty) and maintenance personnel of EEG of the Noginsk Operational Zone, Noginsk EGD (Electric Grid District), Schelkovo EGD, representatives of the ministries and departments of the Moscow Area, Moscow Regional Electric Grid Company, EMERCOM (Emergency Situations Ministry) for the Moscow Area, Mosoblpozhspas (Moscow Regional Fire and Rescue Service), Mosenergosbyt, Noginsk branch of “Mosoblles”, administrations and uniform dispatch services-on-duty of the Noginsk, Schelkovo municipal districts, urban districts Losino-Petrovsky, Bogorodsk Electric Grid, Shchelkovo Electric Grids, Losino-Petrovsk EOC (Electrical Operational Company), JSC “Oboronenergo”.

According to the plan of training, as a result of the alleged technical breaks that occurred due to abnormally high temperatures and occurrence of forest fires and broken ground wire, three substations of 35 - 110 kV were de-energized: #333 “El’nya”, #120 Khrapunovo and #26 “Monino”, which are included in the service area of the Eastern Electrical Grids of JSC “MOESK”. According to the scenario, 27 feeders of 6-10 kV and 274 transformer substations were de-energized, which represent 93 socially significant facilities with the population of more than 24 thousand people in the Losino-Petrovsky town, residential areas Monino, Obukhovo and Gorbusha, villages Ivashevo, Aksyono-Butyrki, El’nya, Stulovo, Kolontaevo, Podvyaznovo, Kamenki, Psar’ki, Afanasovo, Borilovo, Bezdedovo, Aborino, Balobanovo, Oseevo.

During the operational activities performed according to the training conception, the plan of cooperation was worked out between the Emergency Response Headquarters for Accident-Free Electricity Supply to Consumers in the Moscow Area, emergency response headquarters of JSC “MOESK”, Eastern Electric Grids - the branch of “MOESK”, emergency response headquarters of the Noginsk EGD for emergency management in the fire hazardous period associated with massive power outage of consumers. Moreover, people trained the schedule of temporary disconnection of consumer in the event of conditionally arisen overload of COL 110 kV Almazovo-Gorenki with a branch line at SS Balashikha, COL 110 kV Kostino-Gorenki with a branch line at SS Balashikha and compliance with the Rules of Transmission of On-Line Information in the Event of Process Failures between Emergency Response and Technological Administration of the Eastern Electrical Grids of JSC “MOESK”, emergency dispatch service of Moscow RDA, JSC “MOESK”, “Mosenergosbyt”, UDSD (Uniform Dispatch Service-on-Duty) of the Noginsk municipal district, UDSD of the Schelkovo municipal district. The staff of the dispatch service-on-duty, emergency response field and emergency repair teams showed their practical skills in the process of implementation of the measures for localization and elimination of emergency situation, restoration of electricity for consumers.

The participants trained the practice of arrangement of temporary information centers (TIC) and their cooperation with local self-government authorities in accordance with the “Order of information cooperation between the executive state bodies and local self-government authorities, electric grid and energy sales entities in the event of extraordinary outages and breaks in electricity supply in the territory of the Moscow Area”, which was approved by D.V. Pestov, deputy chairman of the Moscow Area Government, head of the Emergency Response Headquarters for Accident-Free Electricity Supply to Consumers in the Moscow Area in February of this year.

According to the program of its implementation, the training consisted of three phases: theoretical, which covered the process of cooperation of all divisions of facilities in the territory of the Moscow Area which are disconnected in the event of an emergency. The second stage represented show of samples of special equipment used by different services in the event of process failures. Besides, an emergency psychological aid center was opened - it exists in the eastern branch of JSC “MOESK”.

The third phase consisted in working out of individual processes in practice. The training participants, as well as attending representatives of the federal, regional and local media demonstrated distinct stages of fire extinguishing, fire of a packaged transformer substation (PTS), installation of a support for 6/10 kV line, connection to PTS of mobile electric substation, as well as specialized equipment for wood processing when in use.

“What is difficult in training will become easy in a battle,” M.A. Kruchinin said in conclusion to the training, once again emphasizing the importance of this event. When it was held, everybody received a lot of practical material for analysis, identification of problem issues, development of their solutions for further improvement of work and ensuring of the stability of the electric grid facilities, of both the Company and all entities - participating in the joint exercise.

The Ministry for Energy Industry of the Moscow Area presented awards to many participants and organizers of the joint exercise. These include: Deputy Director - Chief Engineer of WEG (Western Electric Grids) Alexander Yurtaev, deputy chief engineer of WEG for high-voltage grids Vladimir Dudik, deputy chief engineer for emergency response work Tatiana Konovalova, chief of the dispatch and process control tools Andrey Tsarev, head of the Noginsk electric grid district Oleg Danilkin, etc.
