JSC “MOESK” continues active struggle against those who like to use electricity for free. Within the framework of the action “Honest kilowatt” in the first quarter of 2013, the employees of the Company’s branches held 1,480 inspections to discover non-contractual and non-metered consumption of electrical energy.

Total for the Company, during the period from January to March 2013, 765 facts of non-metered electricity - in violation of accounting were registered, each of which was followed by reports for a total of 65 mn kWh. 80.3 mn kWh were included in productive supply according to the compiled reports.

As to non-contractual electricity consumption, 1,080 such cases were discovered during inspection. The total amount of electricity consumed without a contract with a sales company in the first quarter of 2013 was 49.3 mn kWh, this equals RUR 209.3 mn in monetary terms. For the first three months of this year in total, RUR 86.5 mn were recovered from unfair consumers for consumption without a contract; 888 reports were compiled on the total amount of 20.5 mn kWh.

Extensive and productive work done by each electric grid branch of JSC “MOESK” should be noted. Employees of the Southern, Northern, Western, Eastern, Central Electric Grids and Moscow Cable Grids conduct daily activities to detect cases of unauthorized consumption, and take necessary measures to prevent such cases.

Southern Zone of the Moscow Area
Based on the results of the first quarter of 2013, the branch of JSC “MOESK” - Southern Electric Grids, in cooperation with the sales company, included more than 7.5 mn kWh of electrical energy in productive supply. This amount of electricity is quite sufficient to supply power to the cities of the Moscow Area. For example, 7.5 mn kWh will be enough for the city of Podolsk during 4 days, Troitsk – during 22 days, Kashira - during 21 days.

During the reporting period, 277 inspections were held in the attended area of the Southern Electric Grids to identify unaccounted electricity.
As a result of inspections, the personnel of the Southern Electric Grids from January to March of this year made up 84 reports on non-metered electricity for a total of 2.3 mn kWh and 257 reports on non-contractual electricity consumption for 13 mn kWh. More than RUR 3.2 mn were recovered from consumers for non-contracted consumption. The best results in reducing the losses among electric grid districts in the southern Moscow Area were achieved in the Leninskiy and Podolskiy EGDs.

As part of the Program to Reduce Energy Losses, the employees of the branch have taken readings of 67,948 metering devices and checked technical condition of 2,920 metering systems since the beginning of the year.

Northern Zone of the Moscow Area
In the first quarter of 2013, the Northern Electric Grids held 547 inspections to identify unaccounted electricity consumption against the planned 470 inspections. They resulted in compilation of 263 reports.

159 reports for 4.1 mn kWh for a total of RUR 15.4 mn were compiled in respect of non-contractual electricity consumption. RUR 4.2 mn under 152 reports for 1.3 mn kWh were recovered from offenders.

104 reports for 8.9 mn kWh were compiled in respect of non-metered electricity consumption. Since the beginning of the year, 12.6 mn kWh have been included in productive supply.

“Leaders” in non-contractual electricity consumption among individuals were Alexander K. and Sergey S. from the Dmitrov District. Alexander K. paid a fine in the amount of RUR 601.1 ths. for 239.5 million kWh of non-contractual electricity, and Sergey S. paid RUR 261.6 ths. for 104.2 mn kWh.

The most effective struggle against energy plundering is observed in the Khimki, Sergiev Posad, Pushkin, Taldom, Dmitrov, Solnechnogorsk EGDs.

West of the Moscow Area
According to the Western Electric Grids – the branch of JSC “MOESK”, for the first quarter of this year, the staff of the branch held 370 inspections. 110 reports on non-contractual electricity consumption for 5.0 mn kWh, or RUR 16.8 mn were compiled. The volume of identified non-contractual electricity consumption in the first quarter of 2013 is comparable to electricity consumption of 23 thousand apartments for 3 months or 132 nine-story houses or one large regional center.

Large-scale work to identify non-contractual consumption was held by employees of the West Division of Electricity Transport in the Odintsovo and Istra Districts. As to the Istra District, 42 reports for 3.9 mn kWh have been compiled since the beginning of the year. The cost of unauthorized consumption in this district, which was claimed for recovery, equals RUR 12.6 mn. 34 reports for 354 ths. kWh for RUR 1.2 mn were drawn up in the Odintsovo District.

The branch specialists compiled 104 reports for 921.1 ths. kWh for non-metered consumption for the first three months of this year.

A large inspection was held by the employees of the Western Electric Grids on 19 March in Istra. An illegally built power line was discovered in the village of Rumyantsevo during the inspection. Using unauthorized connection, the resourceful businessman Oleg R. provided electricity to its small trading company LLC “Planeta Zhizni”, which sells construction materials, as well as a barrack where workers live with their families. The owner of the object has to pay more than a million of rubles for violation of the Rules of Connection to Grid and Electric Energy Consumption. The next stop was the village Greben’ki. Here, general director of LLC “Novaya Magistral’” Nikita A. illegally connected a warehouse of building products, shop manufacturing paving and road-side cafes to the transformer station which supplies electricity to local residents. A report on non-contractual electricity consumption for around two million rubles was dawn up in respect of the “ingenious businessman”.

The next major inspection was held by the employees of the WEG on 9 April. It was the Istra District of Moscow Area again, village Vosokovo. Electricity was used illegally for construction of a five-storey shopping complex. An official report for RUR 1.5 mn was drawn up in respect of the businessman Dmitry S. who connected facilities of MOESK’s electric grids without permission.

Eastern districts of the Moscow Area
During the first quarter of 2013 the staff of the Eastern Electric Grids carried out 253 inspections for non-contractual and non-metered electricity consumption.

As a result of the work, 221 reports were drafted on non-metered consumption of electricity for the total value of 3.5 mn kWh and 203 reports for non-contracted consumption – for 1.5 mn kWh, or RUR 4.7 mn. Since the beginning of the year, RUR 4.0 mn were recovered from unfair consumers in total under 227 reports on non-contracted consumption for a total amount of 1.3 mn kWh.

On 7 February, the staff of the Schelkovo site of the Electricity Transportation Division inspected the village Bogoslovo of the Schelkovo District. It resulted in non-contractual electricity consumption for the amount of RUR 342.4 ths. LLC “Zelenaya Galereya” turned out to be an offender. As a result of drawing up the report, the subscriber paid for non-contractual use and entered into electricity supply contract with the Eastern TD (territorial division) of JSC “Mosenergosbyt”.

Central Electric Grids
In the first quarter of 2013, energy specialists of the Central Electric Grids conducted 33 inspections for non-metered consumption of electrical energy. As a result of this work, 2 reports on non-metered electricity consumption were compiled for 3.4 mn kWh, which were included in productive use in full.

Moscow Cable Grids
Employees of the branch Moscow Cable Grids, in the period from January to March 2013, made up 250 reports for non-metered electricity consumption for 46.0 mn kWh. 351 reports were drawn up based on non-contractual consumption for 25.7 million kWh, or RUR 117.5 mn. The branch recovered the cost of 14.8 mn kWh of non-contractual consumption for the amount of RUR 68.0 mn under 340 executed reports.

All measures to detect and prevent the facts of unaccounted electricity consumption are carried out to improve stability of the Company, as well as improve quality and reliability of electricity supply in the Moscow Area.

The main objective of the action “Honest Kilowatt” is warning, rather than punishment. During inspections, energy specialists draw people’s attention not only to financial consequences, but also to the social ones of unauthorized use of electricity. Improper connection to a grid results in reduction in power quality, voltage swings, damage to electrical appliances and creation of fire situations. Unfair consumers create dander for lives and health of themselves and their neighbors deprive us of the opportunity to use electricity transmission services of high quality.
