On 26.06.2013 an opening ceremony of the new customer service center took place in JSC “MOESK”. Up-to-date building of the Customer service center (CSC) is located at 43, Bolshaya Tul’skaya Street, Moscow.

As a part of the event Alexander Novak, Minister of Energy of Russian Federation, Sergey Sobyanin, Acting Mayor of Moscow and Oleg Budargin, Director General of JSC “Russian Grids” signed a triangular Agreement on information exchange in the sphere of grid connection.

In 2012 Administration of Ministry of Energy of Russian Federation and the Moscow Mayor’s Office entrust electric grid companies with a task to develop the program of improvement of service quality for customers and simplification of grid connection procedure.

As a part of the task implementation, among the other things, a new up-to-date customer service center (CSC) of JSC “MOESK” was opened in Moscow, in which all the conditions for fast and qualitative customer service were created. It became the 33d CSC (customer service center) of the Company. The office is aimed at all the customers of JSC “MOESK”, irrespective of a location of a connected object. At an average, the new center is rated for 250 visits per day.

During the event, Pyotr Sinyutin - Director General of JSC “MOESK” presented the first results of the Company’s work on improvement of grid connection procedure. The increasing of the customer offices number is a part of the program implementation, aimed at improvement of customer-oriented approach. Besides, in “MOESK”, re-engineering of business-processes has been realized, the advanced regulations on grid connection have been developed and issued. The new regulations have come to the applicants’ notice under the title “Five steps for three visits”.

“The Company adopted the new standards for customers’ servicing and the payment amount calculation for grid connection, and the time, required for the customers’ grid connection has been reduced considerably", - said Pyotr Alexeevich.

P.A. Sinyutin also told about the new regulations of grid connection. He pointed out that from 15.07.2013 one has got an opportunity to make an application for grid connection in electronic form. A customer should come to the center and sign an act of grid connection. By the end of the current year it’s planned to change over the stage of act signing in electronic form with the usage of computer-generated signature for legal bodies.

In 2012 significant changes occurred in the sphere of grid connection. “After the adjustment of small-scale retailing system, the city authorities in cooperation with JSC “MOESK” practiced the outline, according to which small retail outlets began to connect to the grids in 15 days. Owing to this outline, we managed to provide access to electric grids for several thousands of objects”, – emphasized Sergey Sobyanin, Acting Mayor of Moscow.

Acting Head of Department of the fuel and energy economy of Moscow Pavel Livinsky held the presentation of integrated informational software suit of grid connection, which is operating in a test run mode now. Because of the fact that all the Capital electric grid companies are united in common information space, IISS GC (Integrated informational software suit of grid connection) allows a customer to choose optimal conditions for grid connection of his object in Moscow.

As a part of the event, a triangular cooperation agreement among Ministry of Energy of Russian Federation, the Moscow Mayor’s Office and JSC “Russian Grids” was signed. It includes the item, devoted to adaptation of integrated informational software suit of grid connection in Moscow.

According to the new agreement, integrated informational software suit of grid connection will be developed. “It means that all electric grid companies work in common information space. A customer can rapidly choose an optimal system of connection, acutely knows a price and time of this connection”, — noticed Acting Mayor of Moscow. He also added that owing to this electronic system, the optimization of an investment component will be managed to implement. “An investment component is included into a tariff from 30 to 50%, and the optimization of this investment component leads not only to the improvement of conditions of running business, but as well to the reduction of tariff growth dynamics for people and city enterprises ”, — explained S. Sobyanin.

Alexander Novak, Minister of Energy of Russian Federation mentioned, that it’s a co-operative task of Ministry of Energy of Russian Federation and the Moscow Mayor’s Office to improve the quality of service for people and small and medium-sized businesses, it will finally lead to the improvement of the investment climate, creating new vacancies and increasing of tax revenue.
