Yesterday, the Ministry of Energy of the Russian Federation held a meeting on the development of the system of independent assessment of qualifications in the electric power industry under the leadership of Deputy Minister Anastasia Bondarenko (www.minenergo.gov.ru/node/20465). The discussion was attended by representatives of the "ERA of Russia" Association, the Council for Professional Qualifications in the Electric Power Industry, leading industry companies – PJSC "Rosseti", JSC SO UES, PJSC RusHydro, LUKOIL PJSC, as well as heads of centers for assessing electric power qualifications. Among them Oleg Trofimov - the director of the training center of the company "Rosseti Moscow Region".

The participants of the meeting shared their experience of conducting an independent assessment of the qualifications of employees of companies on the basis of qualification assessment centers, participating in pilot projects together with universities and colleges on the integration of tools for independent assessment of qualifications in the final state certification procedures. In addition, they highly appreciated the importance of the results of the independent qualification assessment both for reducing occupational injuries and for developing the human resources potential of companies and the industry as a whole.

The "Rosseti Moscow Region" Qualification Assessment Center was established in 2020. At the moment, there are 3 exam sites on the territory of Moscow. 9 employees of the center, who have the status of experts in professional qualifications, have the right to conduct examinations for 30 key professional qualifications in such activities as: maintenance and repair of relay protection equipment and automation of electric networks; operational and technological management in electric networks (operational personnel); maintenance and repair of cable power lines; maintenance and repair of overhead power lines; maintenance of equipment of substations of electric networks.

- In 2021, it is planned to conduct an exam for 8 professional qualifications, - Oleg Trofimov said. - 76 employees of the company will be examined to determine whether their level of training meets the requirements of professional standards and determine the future career development plan. In the near future, the "Rosseti Moscow Region" Qualification Assessment Center will open for employees of third-party organizations who will be able to pass an exam for a certain list of qualifications.

As a result of the meeting held in the Ministry of Energy of the Russian Federation, decisions were made on the feasibility of joint actions to improve the status of independent assessment of qualifications among employers, improve regulatory and legal regulation, popularize and promote the tool for independent assessment of qualifications and the activities of industry centers for the assessment of qualifications.
