JSC "MOESK" is making arrangements actively in order to provide availability of electrical grid facilities for uninterrupted operation during     the spring flood of 2011.

According to tentative forecast, during the overflowing of the Moscow River, the Oka River, the Klyaz’ma River, the Osetr River ,the Lopasnya River, the Smedovka River, the Pakhra River and other rivers overhead lines (OL) and substations can enter into flooding area in 10 districts of the Moscow region: Kolomensky, Lukhovitsky, Kashirsky, Stupinsky, Serpukhovsky, Serebryano-Prudsky, Orekhovo-Zuevsky, Pavlovo-Posadsky,  Dmitrovsky and Naro-Fominsky. This is about 30 35-110 kV overhead lines, located in floodplains of the Moscow River and the Oka River and some pieces of distribution electric grids’ facilities.

 For prevention of accidents Flood Commission was established in JSC "MOESK", headed by Deputy Director General – Chief Technical Officer of JSC "MOESK" Anatoly Chegodaev.

Measures to personnel training are taken, particularly, unscheduled instructions,     anti-damage trainings with     dispatchers, duty operators of substations and other arrangements are carrying out. There is special emphasis on topics, connected with extreme work conditions during a flood, accoutrement of MOESK’s teams by Personal Floating Devices. Ways to deliver power engineering specialists to power grid facilities in areas of possible flooding are practicing. Cooperation with the territorial subdivisions of EMERCOM is establishing.

Particular attention is paid to equipping of field service and maintenance teams, presence of life jackets and other Personal Floating Devices, security enforcement while traveling on the water and execution of repair works in flooded areas.

Unscheduled inspections of buildings and structures, stormwater drainage, well extraction chambers, cable channels and tunnels, supporting and load-bearing structures, transformer substations are performing before flood. The condition of rain removal systems, operating capacity of devices for underground accommodations’ dewatering, means of communication and mechanization, motor transport is tested.

“To reduce the ground waters influence during winter period snow was regularly taken out from power grid facilities”, Chief Technical Officer of JSC "MOESK" Anatoly Chegodaev noted. Also he emphasized that inspection of the Company’s power facilities is scheduled after the flood. According to its results the measures to prevent detrimental effect of flood will be worked out, for example, designing of dewatering system, development of drainage and pump systems and other.
