On March 25, at the base of the Kolominskiy Electric Grids District under the auspices of Anatoliy Chegodayev, Deputy General Director –Technical Director of the Company they carried out the field meeting of JSC “MOESK” Emergency Situations Prevention and Liquidation Committee. The order on the Committee creation was signed by Andrey Konovalov JSC “MOESK” General Director on March 24, 2011.
The event was attended by the heads of the technical services of JSC “MOESK”, Chief Engineers of four regional branches (Eastern EG, Southern EG, Western EG and Northern EG), responsible for the regime services of the power company, Moscow Region Heads of the Regional Electric Grids Districts, as well as the representatives of the Civil Defense and Emergency Units of Kolominskiy and Lukhovitskiy districts.
Kolomenskiy and Lukhovitskiy Districts of the Moscow Region were in the zone of JSC “MOESK” responsibility and are the most dangerous from the point of view of spring waters floods. Dozens of the important power objects can be within the flooded area, for example, feeding centers of 35-110 kV, high voltage power transmission lines, distribution grids and feeders and transformer substations. As the experience of the latest 10 years shows the following zones are the risk ones during the flood stage: the Rivers of Oka, Moscow, Severka together with the residential zones there can be “Belomut”, “Lovtsy”, “Dedinovo”, “Selnikovo” and “Bakunino” substations a set of Power transmission lines of high and low voltage.
Chief Engineers of the Regional Branches talked in details of what was done in each branch during the preparation to the spring foods, condition of the power objects, the most problem ones from the floods point of view. Everywhere they carried out the additional check up of the substations and power transmission lines, buildings and constrictions, cable tunnels, sewage channels, supporting and bearing structures and open distribution devices. All the drawbacks were eliminated. All the drainage systems were repaired , as well as all the devices for the water pumping at the objects which might be flooded by the ground and spring waters. They made the schedule of the duty of the management and personnel of the repairs teams, equipped with the necessary gadgets, vehicles and life preservers for the operative elimination of the emergency situations. They carried out the correspondent trainings with dispatch workers, operative teams personnel. They created the storages of materials for the possible emergency recovery works, completed the arrangement of the machinery, tools and instruments. All over, in each electric grids district, they carried out the constant connection and interaction with the flood water commissions of the cities and districts as well as with Civil Defense and Emergency Units.
They also discussed the preparation to the fire season. Each year, Moscow Region has the problem of the forest peat-bog fires. All in all, 431 residential areas are under the threat with the population of over 124 thousand persons. Over 10 years, there were more than 11 thousand of fires. Their most amount was in 2010 in Shatura, Kolomenskiy and Lukhovitsliy district. This year, by the Statement of Governor Gromov, in Moscow region they spotted the regions of the increased responsibility and power engineers should pay special attention to the ground situation observation in such districts. Anatoliy Chegodayev, JSC “MOESK” Technical Director mentioned that, despite the current contradictions in the Forest legislation and difference in the opinions regarding deforestation issues, wood transportation and waste recycling, cutting of dangerous trees, it is necessary to prevent the electric grids economy from the Emergency situations and provide the failure free power supply of the consumers during the spring and summer periods.
