Power Engineers of Eastern Electric Grids – Branch of JSC “MOESK” Prepare to Fire Danger Period

Planned tabletop exercises on topic: “Training of interaction with territorial executive authorities during the period of mass natural fires on the equipment of Shatura district of electric grids of Eastern Electric Grids – branch of JSC “MOESK” was held in Eastern Electric Grids.

It is necessary to make a point that already in February of 2013 Deputy Chairman of the Government of Moscow region, Head of emergency response centre on providing of trouble-proof electric power supply of consumers on the territory of Moscow region D.V. Pestov approved “Procedure of informational interaction of executive state authorities, local authorities, electric grid and power supply organizations while non-scheduled cut-offs and disturbances in electric power supply of consumers on the territory of Moscow region”. This document determines personnel interaction of the above mentioned organizations on information passage about emergency disturbance of electric power supply of consumers while non-scheduled cut-offs. It is also pointed out in the document that the main principles of informational interaction are promptitude, efficiency, fullness and authenticity of data submission.

Exercising of the main provisions of “Procedure…” was one of the main goals of training. Deputy Head of Department of territorial safety and civil defense (TS and CD) N.P. Krylov, Deputy Head of Unified dispatch service (UDS) of administration of Shatura municipal district Yu.E. Dichkin, Deputy Head of Shatura territorial department of forces and means of State Public Institution of Moscow region “Mosoblpozhspas” A.A. Tyukov, Head of state institution “Squad of federal firefighting service in Moscow region” A.V. Marchenko took part in the arrangement.

Secretary of the Commission on emergency situations (ES) and fire safety (FS) ensuring of Eastern Electric Grids Valery Arzamasov organized preparation and conduct of training. Chief engineer of Shatura district of electric grids A.I. Gorelov administered the training.

According to training scenario as a result of natural fire seats occurrence in the area of power facilities of Shatura district of electric grids 35 kV overhead lines (OL) “Botino-Tugoles 1 and 2 with taps” were automatically cut off, owing to which voltage on 35 kV OL “Tugoles-Cherusti” was lost. This, in its turn, results in deenergizing of 35 kV SS “Polya-nasosnye”, SS “Tugoles”. As a result, six feeders were deenergized, as well as 31 TS, more than five urban settlements with population over than 1,400 people, as well as socially important objects: two boiler houses, one school, one sewerage pump station (SPS), two water supply facilities (WSF), one disposal facility (DF), which were powered from SS “Polya-nasosnye”. In the same situation were also consumers, powered from 35 kV SS “Tugoles”. Emergency response centre works in Shatura district of electric grids.

Then events progressed according to scenario plan and included exercising of scheduled actions of each participant. Training supposed exchange of views between EEG personnel and engaged participants. Then analysis of actions of training participants was held as well as exchange of views of members of response centre and representatives of territorial executive authorities.

In the course of training practical materials for carrying out of further analysis were received, problem issues were determined and ways of their solving were discussed.
