Informative Notes for JSC “MOESK” Customers

In JSC “MOESK” the reforming process related to applications consideration procedure on the power grid facility capacity re-registration (the electric power grid facility’s owner change), preparation and issue of the appropriate documents has been started.

The given process supposes a refusal of JSC “MOESK” of a document form issuance, not stipulated by the Russian legislation, - such as a permit for the facility grid connection, as well as substantial time reduction for application consideration and preparing of Statement of Delimitation of Balance Book Ownership and Operational Responsibilities based on the application consideration results.

According to item 4 of Article 26 of the Federal Law # 35-FZ dated 26.03.2003 “On the Electric Power Industry”, the change of an owner or other rights holder of the facilities, which were earlier connected to the electric grid, constitutes grounds for the capacity re-registration.

Thus, the change of ownership (the capacity re-registration) is able in the event that an Applicant has documents confirming the facility’s proper grid connection.

When reregistering the capacity it should be realized that during the ownership transfer, or due to other grounds prescribed by the law, for the entire facility, duly connected to the grid earlier, an Applicant is entitled to reregister the whole electrical capacity connected to the given facility. In case an Applicant possesses only a part of the grid-connected facility, he may reregister the part of the earlier grid-connected capacity. In such a case the size of the capacity being connected shall be agreed upon between all real owners of the grid-connected facility on the basis of a load dispatch agreement. The relevant parties’ rights on agreeing upon the production capacity with regard to the officials’ powers and rights to the grid-connected facility shall be certificated. Moreover, an Applicant’s status of a “customer” or a “sub-customer” shall be defined.

Identity of a grid-connected facility and an Applicant’s facility shall be confirmed by documents.

“If an Applicant has no documents confirming the facility’s proper grid connection, he is entitled to apply for the capacity confirmation”, - explained Anna Nikishova, Deputy Head of Grid Connection Documentation Support Department of JSC “MOESK”.
