Energy specialists of "MOESK" raided in the Domodedovo District, the Moscow Area, to detect and stop non-contractual electricity consumption.

During the raid, the employees of JSC "MOESK" checked and confirmed information about non-contractual electricity consumption by the private entrepreneur-owner of the land plot in the village Pavlovskoe. One of the buildings on the private territory - cafe was connected to the grid with violations of the grid connection rules. The owner connected to the nearest PL support without authorization and consumed electricity without a contract with the energy company. So, electrical energy was supplied o his building, but no payment for the consumed kilowatts was made. The businessman has already met with the energy metering service employees of the Company for such violations. For example, a Certificate on Non-contractual Electricity Consumption of 41,057 kWh was issued in his respect in 2012, which exceeded RUR 103 thousand in monetary terms.

And this time, despite the fact that the owner did not dare to go out for signing the relevant documents, illegal, non-contractual electricity consumption was suppressed. Energy specialists of JSC "MOESK" cut off electricity to the site. Now the resourceful entrepreneur has one way only to provide his cafe with electricity – to submit an application to MOESK for grid connection.

For the purposes of clarification of the actions of the largest electric power enterprise’s representatives and the major information coverage of the public about the implemented activities, representatives of the media were invited to take part in the raid. The specialists of the company once again warned the public with the help of the media that the unauthorized connection to the grid is dangerous to life and health of both consumers and those who are engaged in unauthorized works at energy facilities.

The action "Honest kilowatts" has been held in JSC "MOESK" for several years and proved to be an effective tool to fight unmetered and non-contractual energy consumption. As a result of the raids, the Company employees issue certificates for unfair consumers and the latter must pay under them. When the certificates are drawn up, illegal consumers are disconnected from electrical grids. Thus, the Company manages to return at least a part of the shortfall in funds and assign them to implementation of the maintenance of the investment programs, increasing thereby reliability of electricity supply through construction of new and rehabilitation of existing energy facilities in the Moscow Region.

For five months of 2013, the personnel of the Moscow United Electric Grid Company held 2,392 raids on detection of unauthorized consumption of electrical energy. As a result, 2,922 certificates were issued. 128.1 million kWh of electrical energy has been included in productive supply since the beginning of the year. Unfair consumers paid JSC "MOESK" 33 million kWh of electricity consumed illegally in the amount of RUR 134.6 million.

Employees of all electric grid branches of JSC "MOESK" hold active work in the field of detection of unauthorized consumption of electrical energy. The responsibility area of the Southern Electric Networks, which includes the Domodedovo District as well, held 441 raids from the beginning of the year. Total electricity supply to the grid of the branch of JSC "MOESK" - Southern Electric Grids for five months of 2013 exceeded 5,722 million kWh, productive supply exceeded 5,093 million kWh.

According to Vladimir Chernen’kov, Deputy Chief of the Southern division of the branch of "MOESK" - "Energouchet", in accordance with Order #442 of the Government of the Russian Federation dd. 04.05.2012 "On the functioning of retail electricity markets, full (or) partial restriction of mode of consumption of electrical energy", the method of damages determining was modified. If no meter is available or interfering in its operation is registered, settlement methods of metering of consumed electricity are used, the main parameter for which is the size of the cross section of the conductor. In practice, fines most often exceed the so-called savings tenfold. Therefore, it is necessary to conclude that "honest kilowatt" is cheaper than the stolen one.
