JSC Rosseti proposed to establish a Commission on monitoring payments to electrical energy sector companies for the electrical energy supplied and the transmission services. The relevant letters were sent to the heads of 68 constituent entities of the Russian Federation being the regions where subsidiaries of the Rosseti distribution grid facilities complex operate. Most regions have already supported the initiative of the company.

The Government of the Moscow Region, on the initiative of Andrei Vorobyov, the Governor of the Region, established an Interdepartmental commission on settlement of the debts incurred due to non-payments for the fuel and energy in the utilities sector (hereinafter referred to as the Commission) back in August, 2013. It was headed by Dmitry Pestov, Deputy Chairman of the Government of the Moscow Region.

The main goal of the Commission is supporting joint actions of the authorities at all levels and resources supplying companies, which allow for taking effective measures to repay the debts and to prevent debts from being incurred due to non-payments for the fuel and energy consumed. The Commission identifies and analyzes the reasons for debts incurrence and prepares proposals for improving the system of payments for energy resources. Meetings of the Commission are held at least once a month.

At the beginning of this year the Commission was joined by a representative of JSC “MOESK”, the company responsible for the reliable and uninterrupted power supply of the Moscow Region. Vladimir Kimerin, Deputy General Director for Transportation and Energy Metering of JSC “MOESK” and Director of Energouchet branch will be a regular member of the Commission.

“In the current difficult economic situation, the coordinated efforts of the company and government of the Moscow Region are necessary to prevent non-payments for the electrical energy supplied and the transmission services. This issue becomes even more important due to the cash deficit existing from the moment of the electrical energy supply till payment for the electrical energy. In a volatile economic environment this can cause deterioration of the payment discipline. I am sure that due to the efforts of the Government of the Moscow Region there will be established a fruitful dialog with the electric grid sector companies, which, in turn, will have a positive impact on the quality and reliability of the electrical energy supply to consumers,” said Vladimir Anatolievich.
